I can't reproduce this, works fine here.
Prerequisite (if Wine-Mono is not present): 'winetricks -q dotnet20 dotnet40'
The installer is badly written, it erroneously reports "DotNet version 2 is required" in case of .NET Framework 2.0 being present and .NET Framework 4.0 missing.

Your host network setup is likely broken, for example no host entry in '/etc/hosts'. You need to fix this -> not a Wine bug.
