[Bug 25502] Internet Explorer 4 setup fails to install some components

Using the procedure in Comment 0 IE4 itself fails to install, which is a new
problem, and the VDO Player installation simply hammers the hard drive
continuously for some reason so the installation never gets chance to finish. I
think there may be a bug open for that somewhere but I don't know what it is.

There is probably another recipe to get this working but for now I'm assuming
this is blocked, and will look at it again later.
