Sry, did something wrong before.
Disabling twain_32 lets Photoshop load the interface - no more crash.
Please file a new bug for your issue. Be sure to mention that workaround.
But this is the right bug?
Photoshop failed to load at "initializing tools" window. Disabling twain_32.dll fixes it.
