If you have to use native dlls, then best choise is win2k. Then win98. WinXP is the worst and most of the time they won't work. That's why you are missing the point when I said "don't use native dlls from WinXP".
Most part of this post ppl were trying to get advapi32.dll from winXP work on Wine (which is impossible ATM and in the near future).
As far as the problem goes, could you get winsock trace and attach here? (WINEDEBUG=+winsock wine blah.exe &> /tmp/winsock.log)
