Staging virtual desktop hack v2

This updated patch resolves the mouse input issues I encountered in virtual
desktop mode while testing GTA San Andreas (I'm also running it with DXVK and
the Windows version of vkcube works too so Vulkan apps/games shouldn't be
problematic)
