Just want to mention, that I had the same problem (after opening steam 100% CPU
usage), but as soon as I managed to close the Steam News window it went back to
5% (normal).
Based on that I say there is a flaw or problem with one of the Steam
advertisements' code and that causes (at least caused at me) the problem.

There is no way in Steam to disable the "News" window, so you have to close it
every time.
