[Bug 17834] Very slow startup

With Winedib.drv : VERY SLOW STARTUP. Many fixed errors in concole, very bad in
work. All redrawing every second, Button's on a ToolBar are redrawing 2 times
every use of this.

locale.nls
unicode.nls
ctype.nls
sortkey.nls
sorttbls.nls

And no converting enything on startup. Maybe in this problem ?
