1. winetricks steam
2. cd "~/.wine/drive_c/Program Files/Steam"
wine Steam
3. Log in, download Victoria 2
4. Run Victoria 2, it just crashed before meeting Bug 35163

If I type
cd "~/.wine/drive_c/Program Files/Steam/steamapps/common/Victoria 2"
Then run wine v2game.exe, the game will launch, then hit bug 35163
