I understand that you're facing issues and that the replies you've got can be confusing. You must be careful to not come to conclusions too quickly, though.
It's not unsupported: It's just not working for that application.
What the others and the guide failed to tell you, is that the invocation method you have to use depends on how the application works (=windows application; not Wine).
Wine cannot guess if you have to 'cd' into the directory first or not. Neither can the developers or the users. You have to try, there is no one-way-fits-all method.
That being said, it's true that the Quick start section suggests an invocation method that is not the recommended one. I took the liberty to change the bug title to reflect that, and also confirm the issue.
I think that adding a note like "Note that you often need to set the working directory to the directory containing the application executable first. (See 3.1.1 How to run Windows programs from the command line)" would be sufficient.
