Created attachment 47703 [details] A Line Font - windows 7 font preview
Notice how "T", "i" and "n" look different in that preview? This cross-references well with the characters that fontforge displays, so that looks like they've done something weird in the font. It's possible that they've done something wrong that Windows works around and it's also possible that libfreetype just doesn't properly handle the way those other characters are made. Either way, I'd say this is not our bug. I would recommend trying it with the latest version of libfreetype and if that doesn't fix it then report a bug on their bug tracker ( https://savannah.nongnu.org/bugs/?group=freetype ).
