Thanks for finding out about the difference. They might as well have left in the ability to play any audio-CD of your choice. One app I know doesn't care.
I'm closing this bug, based on Christopher's comment, although Matt is the OP. Feel free to reopen if you have the CD version of the game and you configured Wine's DOS drives such that mcicda works for you but you still get nothing from that particular app.

there's jitter and what not
There are already other bugs in bugzilla about weird sound effects. Please see if it's one of those. Do you experience this only with audio-CD?
When PulseAudio is running in Ubuntu Lucid, I can myself hear very strange distortions while using mcicda to play an audio-CD. That's partly PA's fault (it's really broken in Lucid) and partly Wine's because it does not cope with the huge latency that PA introduces.
BTW, you may consider filing a bug about wintest crashing in the attachment to comment #4 (and give more details. I don't see why it crashed. The backtrace looks odd).
