It works fine in current git Staging though. It wants https://github.com/wine-staging/wine-staging/blob/master/patches/d3d9-Direct.... The patch is not in the released Staging yet (should appear in 4.21).
So this bug is a duplicate of Bug #46735.
I can guess that the requirement for shader validator interface has something to do with D3DX fragment linker which the game is using from d3dx9_31.
