Sounds like a driver bug to me. That's the benefit of using Mesa - you can actually check what's going on. With Nvidia blob - tough luck.

i am no dev and therefore not sure if it is actually a driver bug or that the wine dx11->opengl translation is ways to inefficient to keep the gpu busy.
I even tried wine dev instead of wine staging today and the fps are even worse, i guess cause more dx11 bits are missing.
Anyway, as nvidia gpus are used by the main wine userbase afaik, wine needs to find a way (together with nvidia i guess) to make the performance of dx11 games actually usable (doesn't help to have a good looking dx11 slideshow) .
Nonetheless, my next gpu will be a amd one anyway due to the nowadays very good and steadily evolving open source drivers and great developer feedback.
