[Bug 9569] automatically set up dosdevices on first run

well, i would expect there to be a unique drive letter for each separate disk
partition mounted on the system.  for example my /home is a separate partition
than /, and i have a second hard disk as well.   i also have two dvd drives.  i
would expect each of them to get a different drive letter assigned
automatically without my intervention.
