with xfwm4, since it works on other WM's.

It's true that I use XFCE environment. But usually I don't use xfwm4, I use
compiz. However, this bug appears in both cases.

The important part is that this IS a regression. I did not have this bug prior
to this commit which 'removes the device-global fullscreen flag'. Before this
commit the fullscreen mode worked fine for everyone. Now you removed this flag,
and it does NOT work for everyone anymore.

I really don't see a reason for not reverting the faulty commit.
