[Bug 9583] CompareStringW gives incorrect result for some wide strings

My locale is 0x41d. If I change the locale in Windows to English (USA) (0x409),
it  changes the result, the string is now compared less instead. Here's a log:

H:>comparestring
locale is 0x41d
string1 is greater

H:>comparestring
locale is 0x409
string1 is less
