Well, here is one anecdotal test FWIW:
As of 2015-04-11 and with Wine 1.7.39 (Gentoo-packaged), Perfect World International is able to run enough of Arc and Patcher to update an old installation of the game to the current version if you try enough times and don't touch the computer at all while it processes. Then, if I disable d3d11 DLL, I can run the actual game, log in, and interact in the game world.
However, the old bug of "almost all icons are question marks" is still present for me, though that is not a topic for this bug report.
It's too early to assume dx11 working. Can considered fixed/worksforme maybe, but what actually fixed it? Game update or wine? The other replies are so old that they dont have much of value anymore.
