--- Comment #8 from Dan Kegel dank@kegel.com 2012-09-14 11:42:49 CDT --- Aha. If you run validation immediately after installing .net 2.0 sp1, it fails. If you run the tool after waiting ten seconds, it succeeds. That early failure is probably something else, marking fixed again.
