Wine patch to enable proper animated cursors for perfect world

Sorry the patch has some miscellaneous cruft.  I do not propose it as a
solution to wine not having animated cursors, I know there are people working
on this.  I attach it so people can apply it specifically to get Perfect World
to run.  I am less than happy about forcing the hotpsot to 0,0 for the raw
bitmap animated cursor.
