updated stub, does now return correct error code "E_NOTIMPL"

This patch says "return 1;" in last line of the function. As I can remember all
unimplemented functions should return E_NOTIMPL. If this breaks your game (e.g.
let it crash) then I was asked by the developers to disable the DLL.
