Buffer access flags are correctly handled in the current git. Resolving as fixed.
We are still working on some performance improvements when it comes to buffer maps but those should be tracked as a separate bug.
Should I open a new bug? Currently, TW3 performance without the new hack is still around 12 fps with RX 480 on 1920x1200. With the new hack, it's around 20+ fps, better but far from what it was with the old hack.
