FWIW, there are a few freeware versions around. Here's one I found:

the website has other open source programs on there (though, no license?). I've
e-mailed the author to clarify the license and see if Clipboard Viewer X can be
open source/LPGL'ed (or give wine permission). Stripping it down for wine from
there should be pretty easy.
