When Windows creates 8.3 names for long file names, it does so in the form Progra~1 and increments the number by one with each new creation of a similar filename.

Microsoft has four patents related to long filenames on FAT, and recently tried to sue TomTom over them. Maybe this is why it isn't implemented properly - the Wine developers don't want to risk it.
The patents may not apply to ext partitions though.
