To the hopeful one, whose bug has been marked as a duplicate of this one, that
has just sent a patch:

This is why I've tried ICU in the past, but just couldn't make it.

So, your patch may make things better in some of the cases, but as long as
current approach is upheld, it won't be a real fix.
