I never been able to launch hell yeah from steam launcher. (from 1.9 through 2.2)
I copied devenum.dll
cp /home/mv/.wine/drive_c/windows/system32/devenum.dll drive_c/Program\ Files/Steam/steamapps/common/Hell\ Yeah/
I tested different devenum.dll behaviour with winecfg windows 7
No in this case you have copy devenum provided for wine (stub)
Windows xp sp3 i386 devenum works in my case
In this folder stay devenum windows xp if needed
