I had posted my problem on a forum, and the responder suggested I try installing Naturally Speaking 12.5 on Windows XP, using a 32-bit wineprefix.
I did that, and it worked.

In general this isn't recommended, it has a high chance of breaking.
Anyway, it looks like this installer wants the custom action server to run elevated, and somehow isn't satisfied with assuming that's the case like all the other installers I've seen.
This should be fixed by wine-staging commit 180ba8c931678ade002f47932e01cf6660b9efee.
