When attempting to install LyX it cannot find MiKTeX and reports a 404 error. 
Performing a trace on wininet shows that the installer is attempting to
download the file:
http://www.ctan.org/get/systems/win32/miktex/setup/basic-miktex-2.9.3972.exe

I'm not sure exactly how it's building this URL, but appears from looking on
CTAN that the correct URL should be:
http://mirrors.ctan.org/systems/win32/miktex/setup/basic-miktex-2.9.3972.exe
