[Bug 20865] Steam login window jumps around the screen when moved

And another finding: turning off the effect of showing the window contents
while dragging in the window manager greatly reduces the probability of the
"jump after the move" but don't fixes it completely. Also the behavior I had
mentioned it the previous comment when a window continue to move after the
mouse button release still takes place.
