[Bug 33298] winhelp: help files not found in MS Access '97

Sorry it seems indeed of normal importance.

The logs come when running Access; what I have not written is that the error
dialog offer to manually select the .hlp file, if we do that it does work (we
even get the right page in the second case! - the second attachment).

Directly running winhlp32 also works.

Paths are:
* C:\Program Files\Common Files\Microsoft Shared\VBA\VEFRLR3.HLP
* C:\Program Files\Microsoft Office\Office\ACMAIN80.HLP
