No. Bugzilla will only e-mail people who have signed up to Bugzilla as
designed.

Some Codeweavers employees use their Codeweavers e-mail addresses in git, and
their private addresses in Bugzilla.

There is no bug here, you have already described how to add a developer to the
list.
