Can you try attachmeht 39097 from bug 30019?
I've tested it in World of Tanks 0.7.1 using the replay linked above. The results of in-game FPS at the start of the battle countdown are:
master: 16 fps disable-dynamic-vertex-buffers: 38 fps Do-not-use-double-buffered-dynamic-buffers: 38 fps
The new patch does fix the performance degradation problem.
