rm -rf ~/.wine;
WINEARCH=win32 wine Silverlight.exe /q /doNotRequireDRMPrompt /noupdate;
WINEARCH=win32 wine ~/.wine/drive_c/Program\ Files/Microsoft\
Silverlight/5.1.30214.0/Silverlight.Configuration.exe;

then click "Webcam / Mic" tab
