[Bug 3814] Joypad not recognised, occasional unhandled exception

outuput of: WINEDEBUG=+dinput,+seh wine Gta3.exe 2> /tmp/wine_trace.txt

Further investigation reveals that pressing enter breaks it out of that stall
before loading Gta3.

For this run I ran wine, pressed enter, GTA3 loaded normally. I pressed down on
the joypad a several times to verify that nothing was happening, then I keyed
down to quit, and GTA3 exited normally.
