[Bug 32994] Panzer General II movement is too fast

Indeed, bug 28520 fits nicely with my issues, so this report can very well turn
out to be a duplicate.

Austin, as I said, regression testing (or bisecting as I called it) has been
attempted, but was almost impossible since the game simply didn't run for many
of the 1.3 versions. I did try. However, it does seem like bug 28520 was able
to identify the commit, has anybody tried reverting that commit on newer
versions of wine? Are there any particular difficulties in doing it?
