[Bug 21131] cmd /c echo "&" returns 'Echo is ON', not '"&"'

You have to use 'cmd /c echo "&"'

austin@midna:~$ wine cmd /c echo "&"
Echo is ON

On windows, it returns
"&"

It's a valid bug, albeit a minor corner case.
