This patch was tested with Wine version:
wine-1.9.15-197-g9ef65cf

This patch allows the application to complete installation. 
Combine that with winetricks dotnet40 and the application runs as well.

Any (cough) chance this patch will find it's way into Wine or Wine-Staging?
Regular users aren't going to be rebuilding Wine from source after all!!
