OK, i didn't know it makes a difference ;) So this is truly a regression and usually we separate things, but in this case it might be useful for AJ to see how things evolved...
Easy to reproduce. No need for ICQ or any other account, just download and run QIP build 8095: http://soft.softoogle.com/ap/qip-classic-build-get-29.shtml
Download should start automatically, then after installation edit current.cfg in your "Skins" directory and replace the number 1 to 0.

The latter one looks like it corrupts image heavily - not just transparency issue.
