I can confirm the crash in wine-9.13. Applying Fabian's patch allows
strwinclt.exe to start successfully.

For what it's worth, just making the SetCurrentThreadCompartmentId stub
available in the iphlpapi exports is actually enough to let the application
start, but there's no harm in adding the corresponding stub implementation.
