R600+ hardware should certainly be able to do it, the Gallium case looks more like not yet implemented functionality than a fundamental limitation to me.
Hmm, but isn't an Intel Arrandale also a DX10-capable GPU? I don't have a native Windows installation on this system here, but I doubt that I get such a fallback when running the game natively on Windows.
Furthermore FEAR is DX9-based, so its hardware demand isn't that high. It just looks fishy to me that some DX9 game is triggering a fallback on a DX10-level GPU where the developers tell me that this is a blitter hardware limitation. So what does the Windows driver do to work around this blitter limit?
