Evidently the Visual C++ 8 libraries rely on the old MSVCIRT.DLL from Visual C 6, which is bundled with Windows these days. Could you verify this by copying just the MSVCIRT.DLL that winetricks installed somewhere, then create a fresh .wine tree with that file added, and then try installing the app again?
Wine already implements MSVCRT.DLL from Visual C 6, perhaps this shows Wine also needs to implement MSVCIRT.DLL. That's going to be hard, though, since it seems to be the old C++ iostream library, and has to be compiled with Visual C++. cf. http://support.microsoft.com/kb/154419
No, Wine should not run Winetricks. winetricks is just a debugging tool.
