I can't reproduce with with wine-staging 5.19. I tried this installer:
https://www.samsung.com/global/download/SamsungDeXWin/

Could you provide reproduction steps? I.e. 32 or 64bit prefix, win7 or win10?
(You mentioned both). Did you use any other workarounds?
