What I have done in my Arch install for now is to remove the -a switch specified in /usr/share/wine/wine.inf and (IMPORTANT!) add that file to the NoUpgrade array in /etc/pacman.conf so that it doesn't get overwritten when wine is upgraded. On upgrade the file will be saved with the .pacnew extension and then I can merge any changes that *aren't* about messing up my associations.

It works beautifully. The change propagates to any new prefixes and I still get the nice XDG desktop entries for my start menu in Cinnamon.
I think it should be the default.
