Repro steps:
0. Install wine-staging 1.9.18 on Ubuntu 16.04.1 1. Install foobar2000 v1.3.10 2. Add some music to a foobar2000 playlist (File -> Add [files/folder]...) 3. Click on a song in the playlist 4. Press Ctrl+c to copy the album/song name 5. Try to paste it into a non-Wine application (note: it does work when pasting into notepad in Wine) 6. Observe lack of anything pasted, and this in the log after after each paste attempt:

This is a regression from wine-staging 1.9.17 to wine-staging 1.9.18. I confirmed this by downgrading to wine-staging 1.9.17 with:
cd /var/cache/apt/archives dpkg -i wine-staging-amd64_1.9.17~ubuntu16.04.1_amd64.deb wine-staging-compat_1.9.17~ubuntu16.04.1_amd64.deb wine-staging-i386_1.9.17~ubuntu16.04.1_i386.deb wine-staging_1.9.17~ubuntu16.04.1_amd64.deb winehq-staging_1.9.17~ubuntu16.04.1_amd64.deb
and then testing both 1.9.17 and 1.9.18 a few times.
