I don't have the game, I'm afraid. Could you figure out where/why the GL error is generated?
You mean by using a debugger and dumping the callstack, or something like that?
It might not be the cause of the problem, but it would be nice to eliminate it, for a start.
The thing is that this message is not only generated with Morrowind, but also e.g. with Max Payne 2 or F.E.A.R. I also see a lot of FBO issues there, but nothing like this flickering problem.
Does the isInDraw flag have any effect on the behaviour? Please make sure that reverting the patch fixes the issue in current git.
