Yes,this is still an issue.

There is a workaround but it is awkward....the dialog box should display [OK]
[Cancel] [Help] but the [OK] is not visible. The tab key progresses from one
button to the next so, if you select [Help] then exit the help screen with the
[Esc] key then press [Tab] you will be selecting the unseen [OK] button. then
press [Enter] to obtain the [OK] function.
