I installed the C++ runtime with winetricks vcrun2005 and winetricks vcrun2008.
All of the DLLs and manifests seem to be present:
Try using the pacth on http://bugs.winehq.org/show_bug.cgi?id=18889, looks like wine is not able to read manifest files correctly.
