I think these codecs get registered in the registry somewhere, and so us adding it to the .ini is a workaround and not even the way the FL Studio installer registers the codec.
This is absolutely an installer bug. I do remember trying FL Studio on a fresh Windows install (just copied files, not running the FL installer), and the same codec problem appeared as we have here in Wine.
