You need to figure out what application caused that, it installed a service (installer usually does it or program on first run for example) that doesn't work correctly under wine. After you find out a particular application that slows down wine startup we could try to figure out what's wrong with this service.
I believe after a crash in TF2 I had to restart my computer. That might have caused it.
