[Bug 10196] Civilization 4 crashes on start

Unfortunately, there were two problems during our talk on irc: one was some
openGL/fglrx driver weirdness that was solved by the fasttls option and a
reboot.  The other one , however, is the one I reported here, and which
apparently is  issue  9332.
