By any chance, don't you have mmdevapi set to disabled?
GTASA starts fine here, using wine-1.3.24-246-g5d22f3a. I can reproduce the reported error message only when mmdevapi=disabled.
How do I check? I've tried grepping configure output for mmdev, but it didn't find anything.
